Trouble Restoring Purchases

After each iteration of iOS (5,6,7) or small upgrade/patch .1 or .2 - not matter what, getting back my previous in-app purchases is a GIANT HASSLE.
It doesnt connect to the iTunes store - No matter how many fingerprints and/or tries of entering my well-memorized iTunes password. - It just DOESNT Work.
